About this opportunity
The Defense Information Systems Agency is conducting a sources sought notice to identify contractor capability for migrating eleven Combatant Commands' unclassified (NIPRNet) and classified (SIPRNet) networks to the DISA-managed DoDNet, with responses due by August 28, 2026 at 3:00 PM Eastern Daylight Time.
The migration encompasses approximately 231,000 users across approximately 200 global sites in Continental United States and overseas locations and must be completed by September 30, 2028, per Department of War Chief Information Officer mandate issued May 22, 2026. Period of performance runs from October 1, 2026 through September 30, 2028. This is not a formal solicitation and does not constitute a commitment to award.
Contractors must hold a minimum SECRET-level facility security clearance. Required technical capabilities include Identity, Credential, and Access Management with Zero Trust Architecture implementation; Zero Trust Architecture and security boundaries configuration; Infrastructure as Code and automation scripts (Bash, PowerShell, Python); and migration methodologies aligned with the DoDNet System Engineering Framework. Specific experience requirements include projects of similar scope (approximately 20 locations, 12,000 users) involving unmanaged environment migrations with parallel baselines and automated migrations from legacy endpoint tools such as MECM/SCCM and Jamf to modernized solutions including Microsoft Intune.
Scope includes endpoint and network discovery, design, planning, migration execution, and transition to operations and sustainment support across all eleven Combatant Commands. Responses are limited to five pages and must include business information, CAGE Code, applicable contract vehicles, socio-economic status if applicable, detailed technical and schedule feasibility with milestones, rough order of magnitude cost estimate, risk mitigation strategies, and up to three past performance references from the last five years.

NOTE: DISA is seeking to ensure the full breadth of capabilities. Responses are only needed for the three questions posted on 27 August 2026.
This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses and large businesses to provide the required services.
DISA is seeking information from potential sources to migrate the Department of War’s (DoW) Combatant Commands’ (CCMD) common-use Information Technology (IT) Non-Classified Internet Protocol Router Network (NIPRNet) and Secret Internet Protocol Router Network (SIPRNet) requirements onto the DISA-managed DoDNet. This acquisition is being planned in response to a memo published from the DoW Chief Information Officer (CIO) on 22 May 2026 titled “Combatant Command Network Optimization Execution Guidance.” The memorandum states that “DISA will execute migrations for all unclassified (NIPR) and classified (SIPR) Common Use IT” for the CCMDs by the end of Fiscal Year (FY) 2028. The memorandum is attached to this notice for reference.
The eleven (11) CCMDs currently operate independent NIPRNet and SIPRNet environments. Each CCMD performs a unique mission and operates globally across both Continental United States (CONUS) and Other than Continental United States (OCONUS) locations. There are approximately 231,000 users and approximately 200 sites across the 11 CCMDs. Site locations are withheld from public release due to classified Combatant Command (CCMD) requirements.
