About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to award a specialized contract to General Dynamics - National Steel and Shipbuilding Company (NASSCO) for a Combat Logistics Force (CLF) Vessel Affordability Study. The study will focus on feasibility and affordability assessments of Next Generation Logistics Ship (NGLS) requirements under an existing contract. NAVSEA has determined that NASSCO possesses critical capabilities and experience in CLF ship design and construction, making them the preferred contractor. The pre-solicitation notice, posted on April 7, 2025, indicates that the contract will include firm fixed price and/or cost-type contract line items (CLINs). Responses to this notice will be accepted until April 22, 2025, though the government emphasizes that this is an informational notice and not a formal solicitation of competitive proposals.
The pre-solicitation notice does not indicate any specific set-aside designations for this contract. The proposed contract will be negotiated and awarded under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2), which allows for non-competitive procurement when a single source is deemed most capable. While no specific award value is mentioned, the contract will be awarded to NASSCO under existing contract N00024-16-C-2229. Interested companies seeking subcontracting opportunities are advised to contact NASSCO directly. The government retains sole discretion in determining whether to compete this contract and will consider any capability statements submitted by the response date. Potential respondents should note that the government will not reimburse any costs associated with submitting information or questions related to this pre-solicitation notice.
