About this opportunity
The Department of the Air Force Air Combat Command's 9th Civil Engineer Squadron is procuring combat equipment and protective gear through RFQ FA468625QC021. The requirement encompasses 170 units each of six different types of equipment: plate carriers, magazine pouches, hanger pouches, ballistic helmets, RGB switches, and weight vest plates, all in Operational Camouflage Pattern. The equipment must meet specific technical specifications including NIJ Level IIIA ballistic protection for helmets, mil-spec tactical nylon materials, and Berry Amendment compliance for domestic sourcing. The government will use a lowest price technically acceptable evaluation methodology, ranking quotes by Total Evaluated Price from lowest to highest, then conducting technical acceptability reviews starting with the lowest-priced offer. Proposals are due by September 10, 2025 at 12:00 PM, with delivery requested by October 17, 2025, providing contractors with only 30 days after award to fulfill the requirement.
This opportunity is set aside exclusively for small businesses under NAICS code 315990 with a size standard of 600 employees, and the solicitation documents indicate it is specifically designated as a Women-Owned Small Business set-aside. No incumbent contractors or preferred vendors are identified in the solicitation materials, with the government stating they will accept any manufacturer capable of meeting the technical specifications. The contract does not specify a total award value, but requires 170 units of each equipment type distributed across different sizes: 3 Small, 91 Medium, 75 Large, and 1 X-Large for sized items like helmets and carriers. Performance will occur at Beale Air Force Base in California, where all equipment must be delivered to the 9 CES CERF facility. The ballistic helmets represent the most complex technical requirement, featuring advanced fragmentation protection, comprehensive environmental testing capabilities, and Above the Ear high-cut shell design across the four size categories.
