About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center anticipates soliciting a contractor-operated software engineering team to design, engineer, test, integrate, deploy, and sustain software capabilities for the Distributed Common Ground System (DCGS) enterprise, with a pre-solicitation due date of July 16, 2026.
Work will be performed at government facilities primarily located at Langley Air Force Base, Virginia; McConnell Air Force Base, Missouri; and Beale Air Force Base, California, with potential temporary duty travel to Hickam Air Force Base, Hawaii; Ramstein Air Base, Germany; and Osan Air Base, South Korea. The contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) administered through individual Task Descriptions.
The contractor must operate within a DevSecOps framework, perform full software development life cycle support using Agile methodologies (Scrum/Kanban), and deliver tested and integrated code increments at the end of each two-week sprint. All code must maintain zero new critical or high vulnerabilities and minimum 80 percent unit test coverage, with 24/7 software sustainment and four-hour response times for critical operational bugs.
Required personnel qualifications include Lead Software Engineers (10+ years experience, Bachelor's degree, Python expertise), Senior Software Engineers (5+ years DCGS-relevant language experience), and Cybersecurity Engineers (5+ years DoD cybersecurity practices experience). All personnel must maintain DoD 8570 IAT Level II certification minimum and active Top Secret/Sensitive Compartmented Information clearances.
The contract period consists of a 12-month base period with four 12-month option periods. A Request for Information is being issued for informational and planning purposes, with responses due July 16, 2026, to Samantha Taylor (Procuring Contracting Officer) and Mathew McGhee (Contract Specialist).
