About this opportunity

The U.S. Army Corps of Engineers (USACE) Portland District is seeking contractors to conduct monitoring services for the federally listed Streaked Horned Lark (SHLA) at dredged material placement sites along the lower Columbia River between Astoria, Oregon and Vancouver, Washington. This sources sought notice is for market research and informational purposes to identify capable firms, though it is not a formal solicitation. The contractor must provide occupancy and abundance surveys at 22 island and point locations during the 2026 breeding season, following Washington Department of Fish and Wildlife protocols with a minimum of three surveys per site between April 15 and July 31, 2026. Key requirements include developing a comprehensive work plan and quality control plan, providing all necessary personnel, equipment, vessels, and supplies, accommodating two USACE employees during surveys, and delivering detailed interim and final reports with GPS-located observations, habitat condition assessments, and electronic data submissions. The responses are due by January 27, 2026, allowing interested parties limited time to submit their capability information for this market research phase.

The contract period of performance is anticipated to run from April 1, 2026 through March 31, 2027, representing a one-year monitoring and analysis engagement. The work scope encompasses multiple dredged material deposition sites that require boat access for the majority of locations, reflecting the geographically dispersed and logistically complex nature of the project. Qualified contractors should possess expertise in avian species monitoring, habitat assessment, compliance with federal environmental consultation requirements, and the ability to execute fieldwork across challenging river island terrain.
