The colorimeter must be a dual beam spectrophotometer with dual aperture capability (11 mm large aperture measuring at least 6 mm; 6 mm small aperture measuring at least 3 mm), D/8 integrating sphere geometry, 400–700 nm wavelength range at 10 nm resolution, repeatability accuracy of 0.02 DEab, and inter-instrument agreement within 0.12 DEab. The instrument must be hand-held, vertical orientation, maximum 3.5" × 9" × 5" and 2 pounds, with 2.5-inch color display, camera viewfinder, tripod compatibility, and software for color difference analysis. Required accessories include hard case, leveling jig, wrist strap, charging cradle, and calibration cap. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. Award will be made on firm-fixed price basis to the lowest-priced technically acceptable offeror. Pricing is firm through September 30, 2026. Offerors must be actively registered in SAM.gov and submit quotations electronically in Adobe PDF format with completed SF1449 forms and manufacturer certification of country of origin.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q0837 is issued as a Request for Quotation (RFQ) for a Colorimeter (Spectrophotometer).
The solicitation document and incorporated provisions and clauses are those in effect through the Revolutionary FAR Overhaul (RFO). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.
This acquisition is an unrestricted requirement. The applicable North American Industry Classification Standard Code (NAICS) is 334516 - Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. All responsible sources may submit a quotation which will be considered by the agency.
The Agriculture Priorities and Allocations System (APAS) and assigned rating are not applicable to this solicitation.

Quotes are due by the date/time/time zone listed in the “Date Offers Due” field.
Submit all quotes to the Primary Point of Contact and Secondary Point of Contact (if applicable) by the “Date Offers Due”.
Quotes received after the established “Date Offers Due” deadline will be considered late. Late quotes may only be considered if it is in the Government’s best interest and if it will not unduly delay award.
Questions regarding this solicitation shall be submitted in writing to the Primary Point of Contact and Secondary Point of Contact (if applicable) no later than 11:59 PM CT on August 9, 2026 (08/09/2026). Answers will be posted before end of business on August 10, 2026 (08/10/2026).
