About this opportunity
The Federal Highway Administration seeks collection of eye-tracking and vehicle kinematics data from 15 alternative intersection and interchange sites across up to three U.S. regions, with quotations due August 11, 2026 at 11:00 a.m. ET and technical questions due July 31, 2026. This is an unclassified, open procurement with no set-aside.
Place of performance is the United States. The contract will be firm-fixed-price for core data collection services over 24 months, with cost-reimbursable ceilings of $20,000 for travel and $7,500 for driver compensation. The contractor must recruit at least 25 local drivers per region (minimum 75 participants total) and collect continuous eye-tracking video at 60 Hz minimum and vehicle kinematics data at 10 Hz minimum. Contractors may use either their own dash-mounted eye tracker or the government-furnished Smart Eye Pro 3 system with GPS module. The government will provide the eye tracker and controlling computer within two weeks of award, along with an estimated $7,700 government-funded training. Contractors demonstrating strong vehicle kinematics and GPS experience may qualify even without prior eye-tracking expertise when using government equipment and training.
Quotations are limited to 20 pages (excluding cover page, table of contents, and resumes capped at 2 pages each) and must not exceed 10 megabytes when submitted electronically. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services. Evaluation is Lowest Price Technical Acceptability (LPTA), assessing technical approach, management plan, and relevant experience on an acceptable/unacceptable basis. Contractors must maintain current active SAM.gov registration at quotation submission. All quotations and questions must be emailed to jason.motala@dot.gov. Amendment A000001 was released August 3, 2026; quotation due date remains August 11.
