About this opportunity
The Department of the Interior Bureau of Reclamation seeks collection, propagation, and transplanting of native vegetation for the Lower Colorado River Multi-Species Conservation Program across California and Arizona conservation areas, with proposals due June 15, 2026, and questions due May 27. This is a Women-Owned Small Business (WOSB) set-aside IDIQ contract.
The five-year IDIQ runs September 1, 2026, through August 31, 2031, with a cumulative maximum value of $6 million and a guaranteed minimum of $500. Place of performance spans ten conservation areas in California and Arizona: Beal Lake, Cibola National Wildlife Refuge Unit #1, Cibola Valley, Dennis Underwood, Laguna Division, Palo Verde Ecological Reserve, Planet Ranch, Section 26, Three Fingers Lake, and Yuma Meadows. Administrative oversight is at the Bureau of Reclamation Lower Colorado Region Regional Office in Boulder City, Nevada.
The contractor must supply all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and services for six primary tasks: collection of seeds and cuttings during January–February; propagation and furnishing of 24 native plant species with facility capacity for up to 1,000,000 plugs and 50,000 larger plants; mechanized and hand planting for March–May; site evaluations; growth trials for new species; and administrative management. Work supports habitat creation of at least 8,312 acres of cottonwood-willow, honey mesquite, marsh, and backwater cover. The contractor must achieve 95% plant acceptance rates, 95% soil moisture in shipping containers, plant within 95% of specified quantities, and meet 95% planting quality standards. Extreme desert conditions (50–120°F) prevail; most sites lack electricity, restrooms, and potable water, requiring the contractor to furnish crew accommodations except at Planet Ranch.
NAICS code is 111421 (Nursery and Tree Production) with a $3.25 million small business size standard. PSC code is F010. Task orders will be issued firm fixed-price using Optional Form 347. Prevailing wage rates apply under the Service Contract Act for six distinct geographic areas in Arizona and California. Required insurance includes $100,000 workers' compensation, $500,000 general liability, and $200,000 automobile liability per person. A Small Business Subcontracting Plan per FAR 52.219-9 is required at award. The contracting officer is Maribel Ruble; questions contact Harris Abellon at 702-293-8590.
