About this opportunity

The U.S. National Veterinary Stockpile (NVS), a component of the Department of Agriculture's Animal and Plant Health Inspection Service, is seeking a firm fixed-price commercial service contract for a veterinary vaccine distributor. The primary objectives include providing cold chain receipt, storage, and distribution of animal vaccines to state-designated sites across the United States, including States, Tribes, and Territories. Key contract requirements involve maintaining vaccine temperatures between 2-8 degrees Celsius, monitoring cold chain conditions, managing inventory accountability, and distributing vaccines based on approved field orders. Interested vendors must submit capability statements and price estimates by January 15, 2025, at 1:00 PM EST to linda.w.washington@usda.gov, with all submissions being voluntary and non-reimbursable. Evaluation criteria will likely focus on vendors' capacity to handle large vaccine volumes, emergency response capabilities, and secure storage infrastructure.

The contract is designated as a total small business set-aside, with a small business size standard of $20 million and associated North American Industrial Classification System (NAICS) code 541614 for Process, Physical Distribution, and Logistics. Potential vendors must be registered in the System for Award Management (SAM) and demonstrate the ability to handle up to 12 million vaccine doses (134 pallets) within a three-week period. The government anticipates the possibility of multiple awards and may proceed with either a small business set-aside or full and open competition. While specific award values are not disclosed, the contract will require vendors to provide 24/7 emergency response capabilities, maintain secure segregated storage facilities with backup power, and participate in annual deployment exercises. Prospective contractors should note that SAM registration is free and mandatory for any potential award.
