About this opportunity

The Federal Bureau of Prisons (FBOP), part of the Department of Justice, is conducting market research through this Request for Information (RFI) to identify vendors capable of providing a comprehensive, computer-based cognitive assessment system. The procurement seeks a fully digital platform designed to evaluate cognitive abilities, academic achievement, and oral language skills for use across 122 federal prison institutions nationwide. Key requirements include cloud-based deployment on FedRAMP-certified systems (AWS GovCloud), Section 508 accessibility compliance, automatic scoring capabilities, real-time reporting, HIPAA and FERPA compliance, and robust security measures including multi-factor authentication and NIST 800-53 controls with Authority to Operate authorization. The RFI is for market research purposes only and does not constitute a binding solicitation; responses will inform the government's acquisition strategy and potential small business set-aside decisions. Interested vendors must submit responses electronically to sborchert@bop.gov by Monday, April 30, 2026, at 14:00 CT, providing company information, capability statements detailing relevant experience and technical capabilities, and acquisition feedback including contract type recommendations and pricing estimates.

This RFI does not include a set-aside designation at this time, though the government is specifically conducting market research to determine the availability of capable small business concerns to support potential future set-aside decisions. No incumbent contractor or current contract award value has been identified in the available documents. The proposed contract structure includes a 12-month base period with four optional 12-month extension years, requiring the vendor to support 350-400 concurrent daily test administrations with 99% availability (limited to 7 hours and 12 minutes of downtime monthly). The system must maintain permanent assessment records dating back approximately 1954 and provide professional development training approximately three times annually at no additional cost. All vendor staff must be U.S. citizens and comply with HSPD-12 security clearance requirements, with dedicated support personnel providing 10-minute response times for technical and administrative issues.
