About this opportunity

Naval Air Systems Command awarded Delivery Order N0001926F0003 under Basic Ordering Agreement N0001922G0002 to Bell Boeing Joint Program Office on June 15, 2026, for Cockpit Voice Recorder kits and installations for the MV-22 aircraft on a sole-source basis.

The award was made under 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, citing Bell Boeing's exclusive possession of technical data rights and unique engineering knowledge required for the MV-22 Cockpit Voice Recorder effort. The base non-recurring engineering and initial retrofit recurring efforts were previously contracted to Bell Boeing; the Cockpit Voice Recorder installations are prerequisite for other retrofit installations already awarded to the same contractor. Market research in May 2021 via SAM identified Bell Boeing as the only capable source. The underlying BOA (N0001922G0002) carries an estimated total value of $1.273 billion across fiscal years 2022–2027 and covers a broad range of V-22 sustainment and modernization services including engineering change proposals, retrofit kits, software development, testing, logistics support, and obsolescence management.
