About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management, issued a notice of intent to award a sole-source contract to the Association of State Floodplain Managers (ASFPM) for conference support, with a response deadline of August 7, 2026. NOAA intends to negotiate under FAR 13.106-1(b)(1)(i) without competitive consideration. The justification for sole-source award rests on ASFPM's exclusive hosting and long-standing stewardship of the Coastal GeoTools conference since 2015, its demonstrated expertise with NOAA's coastal resource manager audience, and its established relationships necessary to place NOAA products and services into the hands of end-users across the nation.
The Coastal GeoTools 2027 conference will be held January 25–27, 2027, at the Charleston Marriott Hotel in Charleston, South Carolina, and is expected to attract approximately 400 attendees from state and local coastal resource management programs, non-profit organizations, academic institutions, private industry, and federal agencies. ASFPM must provide conference registration for twelve NOAA attendees, exhibit space for NOAA outreach materials, full invitational travel coordination for up to ten Tribal partners and Coastal Inundation Community of Practice representatives, and partial invitational travel (airfare, registration, and per diem) for up to twenty-seven Climate Resilience Regional Challenge Coastal Resilience Fellows. NOAA requires highest-level sponsorship recognition across printed materials, website, and conference app, plenary session opportunities including an opening presentation, final registrant and exhibitor rosters, post-conference evaluation, and access to partner meeting space. The period of performance extends from contract award through February 28, 2027. The NAICS code is 541620, Environmental Consulting Services, with a $19 million business size standard.
