About this opportunity

The Department of the Interior Fish and Wildlife Service seeks veterinary diagnostic laboratory services for the National Black-Footed Ferret Conservation Center under a five-year Blanket Purchase Agreement, with quotes due August 20, 2026. The procurement is designated as Women-Owned Small Business (WOSB) set-aside with a $10 million size standard.

Performance runs from September 15, 2026 through September 14, 2031. Services will be delivered at the CO NBFFCC Veterinary Diagnostic Lab, 19180 I-25 Access Road, Carr, CO 80612, with administrative oversight by FWS SAT 2 in Falls Church, Virginia. The Center houses approximately 66 percent of the world's ex-situ black-footed ferret population, maintaining 170–185 breeding ferrets year-round, expanding to several hundred during breeding seasons.

Required services include necropsies by board-certified wildlife pathologists, histopathology with board-certified wildlife pathology review, cytology, PCR assays (Yersinia pestis, Francisella tularensis, Cryptosporidium, Giardia, and Clostridium perfringens genotyping), aerobic and anaerobic cultures, antibiotic susceptibility testing, diarrhea panels, fecal flotation and screening, Cryptosporidium/Giardia immunofluorescence assay, Clostridium perfringens enterotoxin testing, and additional bacteriology, virology, parasitology, pathology, and chemistry testing as needed. Services must enable same-day sample submission and rapid result communication to veterinary staff; the vendor must be within reasonable distance of the Center.

Offerors must submit unit pricing for each test and service, identify all additional applicable fees (sample accessioning, expedited processing, courier, necropsy disposal, weekend/after-hours services), and may optionally submit bundled pricing, diagnostic panels, case-based pricing, or retainer structures. Prices must remain firm unless the vendor specifies an escalation policy with escalation caps, published fee schedules, or market-based adjustment mechanisms. Award will be based on best value, weighing conformance to Statement of Work requirements, past experience, past performance, and price, with conformance considered more favorable than price. NAICS 541940; PSC R416.
