About this opportunity
The Air Force Research Laboratory (AFRL) is seeking to procure a specialized CNC XL Machine for foam cutting, specifically a hotwire foam cutter with precise technical specifications. The procurement is being conducted under FAR Part 12 and Part 13 procedures, with the intent to award a sole-source contract to Hot Wire Foam Factory, Inc. The required equipment includes a CNC 054 XL Machine and a CNC DEVFOAM PRO 3 4-axis software USB license, designed to cut foam blocks up to 6 feet long with a cutting area of 212 cubic feet and wire length exceeding 100 inches. All potential vendors may submit capability statements or proposals, with responses due by May 14, 2025, and must provide clear evidence that competition would be advantageous to the government. Inquiries should be directed to brooke.mcdonald@us.af.mil, and the government anticipates making an award on or before May 30, 2025.
There is no specific set-aside for this procurement, and the NAICS code 333248 indicates a small business size standard of 750 employees. Hot Wire Foam Factory, Inc. has been identified as the sole-source provider based on their unique ability to meet the government's exacting equipment specifications. The procurement is categorized under the All Other Industrial Machinery Manufacturing sector and involves the acquisition of one CNC XL Machine and one 4-axis software license. While no specific contract value is disclosed, the procurement is being conducted by the Department of the Air Force Materiel Command Research Laboratory at their Rome Research Site in New York. The subsequent Notice of Award will include a Sole Source Justification in accordance with applicable regulations, documenting the rationale for selecting this specific vendor without full competitive bidding.
