About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to negotiate and award a Delivery Order under Basic Ordering Agreement N0042121G0005 to Rockwell Collins, Inc. for addressing deficiencies in the CMV-22 Flight Management Function Application (FMF APP). The procurement will focus on technical support for a Future Airborne Capability Environment (FACETM) conformant software application developed for Program Management Air (PMA) 209 at Naval Air Systems Command. The acquisition is being pursued on a sole-source basis under 10 U.S.C. 2304(c)(1), with Rockwell Collins identified as the only responsible source for the AN/ARC-210(V) electronic protection radio systems. Interested parties may identify their capability by responding to the requirement prior to February 24, 2025, at 4:30pm eastern time. Any response must provide clear and convincing evidence that competition would be advantageous to the Government, though the agency retains sole discretion in determining procurement approach.

Rockwell Collins, Inc. of Cedar Rapids, Iowa is the anticipated sole contractor, with no competitive procurement expected. The contract pertains to radio navigation equipment in the airborne systems category (NAICS 334511), specifically involving technical support and deficiency resolution for aviation electronic systems. While no specific award value or budget range is disclosed, the procurement is focused on supporting the CMV-22 aircraft's electronic and software integration needs. All inquiries must be directed via email to Mackenzie Buscher, with no phone inquiries permitted, and companies interested in subcontracting opportunities are advised to contact Rockwell Collins directly.
