The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511, intends to negotiate a Sole Source Firm-Fixed-Price type contract to Long Wave, Inc. The procurement will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items and FAR Part 13.5 – Simplified Procedures for Certain Commercial Items.

The North American Industry Classification System (NAICS) code for this acquisition is 541330, Engineering Services with a size standard of $41.5M. The resulting contract will be for a 12-month base year performance period with provisions for four (4), 12-month option periods, and will also contain FAR 52.217-8, Option to Extend Services, thereby allowing a six month extension if circumstances necessitate this option.

The Government intends to award a sole source contract to Long Wave, Inc., 1111 N. Lee Ave, Oklahoma City, OK 73104-2435.

The proposed contract action is to provide maintenance of the entire Clarinet Merlin Receiving

Sub-System (CMRS) required by Commander, Naval Information Forces (NAVIFOR). Maintenance is required on their six (6) receiving sites, two (2) BCA server sites, and associated hardware/software of the CMRS. This contract action will be sole sourced to Long Wave, Inc. because they are the are Original Equipment Manufacturer (OEM) for CMRS that designed, developed and engineered the functionality of the CMRS and are still the sole manufacturer of the system. Long Wave owns the data rights to the CMRS software utilized to perform system maintenance, and they do not have any authorized resellers for their software.

Long Wave is the only source capable of providing maintenance to assure safe, dependable, and effective operation of the equipment.

This notice of intent is not a request for competitive quotes. However, all quotes received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.

A complete Request for Quotation (RFQ) package will be available by downloading the documents at the NECO Website at http://www.neco.navy.mil or Beta.Sam,Gov at https://beta.sam.gov on or around 15 May 2020. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations.

By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
