About this opportunity
The National Park Service is conducting market research to establish multiple Blanket Purchase Agreements or another multiple-award contracting vehicle for Construction Management Representative (CMR) services, with sources-sought responses due by 10 September 2026 at 12:00 PM ET.
The requirement spans two functional areas: Building and Utility Facility CMR Services (Functional Area 1) and Transportation Infrastructure CMR Services (Functional Area 2). Firms may respond for one or both areas. Work is performed at NPS units and offices throughout the United States and its territories. Functional Area 1 encompasses vertical construction, historic structures, water and wastewater infrastructure, mechanical and electrical systems, and site development. Functional Area 2 covers park roads, bridges, parking areas, trails, culverts, drainage systems, paving, and related utilities.
The anticipated ordering period is five years, with the Government estimating approximately 60 requirements per year and individual assignment values potentially ranging from $100,000 to $1,000,000. NAICS 541330 (Engineering Services) applies, with a small business size standard of $25.5 million. PSC is C219 (Architect and Engineering – General: Other).
CMR services include observing and documenting construction progress, supporting quality assurance activities, reviewing submittals and schedules, preparing reports and documentation, monitoring safety, developing cost estimates, assisting with change management, reviewing payrolls and progress payments, tracking deficiencies, and supporting project closeout.
Capability statements must not exceed 10 pages (excluding cover page and project-experience matrix) and should address business information, functional-area interest, relevant experience (up to three projects per functional area), staffing and technical resources, geographic capacity, and organizational conflicts of interest. Submit electronically to Terrell Thompson (terrell_thompson@ios.doi.gov) and Cory Terrell (cory_terrell@ios.doi.gov).
