About this opportunity
The Bureau of Reclamation intends to sole-source FISMA compliance services to Jacobs Engineering for the Cutter Lateral Water Treatment Plant (CLWTP) with a response deadline of September 15, 2026. The procurement is structured as a Firm-Fixed Price contract with performance through February 14, 2028 under FAR 6.103-1 (only one responsible source). The bureau posted a sole-source notice on SAM.gov on July 6, 2026, which closed July 21, 2026 with zero responses; market research under NAICS 238210 identified no viable alternative sources or GSA Schedule contractors capable of performing the specialized work without substantial cost duplication and schedule delays.
Work is performed at the CLWTP located on government property near the San Juan River within the Upper Colorado Basin Region. The three primary objectives are: (1) bringing the facility into FISMA and current federal security standards compliance by modifying PLC-302 software logic, executing data mapping from the Escrito Mesa Data Concentrator, and upgrading SCADA networks; (2) updating and reestablishing the communication link between the CLWTP and the Navajo Tribal Utility Authority's Escrito Mesa Data Concentrator; and (3) optionally programming and integrating the new DZ Booster Pump Station with onsite startup and commissioning support. Contractor must demonstrate knowledge of NIST controls and frameworks and possess SCADA experience in water treatment environments while maintaining operations continuity. Site access is limited to Monday through Friday, 8 a.m. to 5 p.m., excluding holidays. Jacobs Engineering is deemed sole-source due to original design and construction of the CLWTP, active Design/Build role, integrated operational presence across the Navajo-Gallup Water Supply Project asset boundary, and concurrent contractual relationships with both Reclamation and NTUA.
