About this opportunity

The Department of the Navy Naval Supply Systems Command is procuring repair or modification services for a positive, non-reversible clutch component identified by NSN 7H-3010-011941933 (TDP VER 004). The Government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may submit proposals, quotations, or capability statements to demonstrate their interest and capability. The procurement does not employ competitive bidding procedures, as the Government does not own the data or rights necessary to purchase or contract repair from alternative sources, and reverse engineering has been determined to be uneconomical. Technical specifications and standards documentation can be obtained from the DoD Single Stock Point (DODSSP) through ASSIST-Online or by contacting the DAPS office in Philadelphia. The pre-solicitation notice was posted on May 18, 2023, with a response deadline of November 5, 2025, allowing interested parties 45 days from publication to submit proposals, or 30 days if the award is issued under an existing Basic Ordering Agreement.

This procurement carries no set-aside designation and requires delivery of seven units on a FOB Origin basis. No specific incumbent contractor or award value is identified in the pre-solicitation notice. The requirement specifies a quantity of seven each (QTY 7 EA) of the clutch component requiring repair or modification, though no detailed timeline or performance schedule is provided in the notice. Given the specialized nature of this repair work and the Government's inability to source the data necessary for competition, this contract is expected to be awarded to a single source capable of meeting the technical requirements. Potential bidders should note that patterns, drawings, deviation lists, and purchase descriptions are not available through DODSSP and must be obtained through alternative means or direct Government contact.
