About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 32 units of NSN 1H-3010-016275561-X3, a specific technical component identified as TDP VER 001. The proposed contract will be negotiated under FAR 6.302-1, which allows for single-source procurement. Interested parties may submit proposals, quotations, or capability statements within 45 days of the pre-solicitation notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate submissions to determine whether to conduct a competitive procurement, with a critical qualification requirement that the offeror, product/service, or manufacturer must meet specific standards at the time of award. Potential respondents must obtain necessary technical documentation through the DoD Single Stock Point (DODSSP) in Philadelphia, PA, with most documents available through ASSIST-Online.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. While the exact award value is not specified, the procurement involves 32 units to be delivered to DLA Distribution in New Cumberland, PA. The government has determined that the technical rights for this part cannot be easily obtained from alternative sources and that reverse engineering would be uneconomical. Contractors interested in submitting commercial items have a 15-day window to identify their capabilities to the contracting officer. The solicitation falls under Product Service Code (PSC) 3010 for Torque Converters and Speed Changers, suggesting a specialized technical component. The government will make a final determination about competitive procurement solely at its discretion, with award contingent upon meeting all specified qualification requirements.
