About this opportunity
DLA Troop Support is planning to acquire 6,900 self-protection clubs (expandable batons) for law enforcement use under NSN 8465-01-499-9924. The agency seeks commercially available handheld expandable batons with specific design requirements including a positive lock mechanism, push-button operation, aircraft grade aluminum frame with black polycarbonate shaft, knurled grip, and black anodized finish that must be manufactured in the USA. The batons must measure 24 inches closed and 36 inches expanded with a 1.25-inch diameter and weigh 24 ounces, all within specified tolerances. Evaluation criteria will include visual inspection, dimensional verification, and functional testing of both expansion and retraction mechanisms. Offerors must submit product demonstration models with their proposals and be registered in the System for Award Management (SAM) to be eligible for award.
This opportunity is designated as a 100% small business set-aside with no incumbent contractors identified. The contract structure will be firm-fixed price for the total quantity of 6,900 units, with deliveries planned in three shipments of 2,300 clubs each to DLA third-party logistics facilities in Pendergrass, Georgia, Austin, Texas, and Lansing, Michigan. The solicitation will be posted on the DLA Internet Bulletin Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/, though specific submission instructions will be provided within the solicitation as offers submitted solely through DIBBS will not be considered. All responsible sources may submit offers, and the procurement must comply with Berry Amendment requirements mandating that materials and components be grown, reprocessed, or produced in the United States. While no specific award value is mentioned, the large quantity suggests a substantial contract value for the selected small business contractor.
