About this opportunity

The Department of the Army Corps of Engineers Alaska District is conducting market research regarding the use of Project Labor Agreements (PLA) for project CLR059, which involves repairing utility piping in utilidors at Clear Space Force Station in Clear, Alaska. This market research focuses on implementing Executive Order 14063 requirements for PLAs on federal construction projects valued at $35 million or more, with the government seeking input from both unionized and non-unionized contractors to determine whether the use of PLAs will advance efficiency, promote adequate competition at fair prices, and comply with applicable regulations. The agency is requesting detailed responses to specific questions about contractors' experience with PLAs, local market conditions, potential cost impacts, and scheduling considerations for this utility repair project. Responses must be limited to three pages and submitted via email to Jason Linn and Michelle Nelsen no later than June 17, 2025. This is strictly an information-gathering exercise and not a solicitation for proposals, with no contract award anticipated based on the responses received.

This opportunity is designated as a total small business set-aside under NAICS code 237110 for Water and Sewer Line and Related Structures Construction. No incumbent contractors or specific award values are mentioned in the notice, though the PLA requirement threshold suggests the project may be valued at $35 million or more based on the federal mandate for large-scale construction projects. The market research does not specify quantities of materials or exact timelines for completion, focusing instead on gathering intelligence about the local construction market's capacity and experience with PLAs in the Anchorage, Alaska geographical area. The government emphasizes that this is a Design Build project scheduled for fiscal year 2025, with performance location at Clear Space Force Station in Alaska. No drawings, specifications, or solicitation documents are currently available, as this notice serves solely as a preliminary market assessment tool.
