About this opportunity

The Department of Agriculture's Rural Development (RD) division has published a Special Notice seeking Cloud Subject Matter Experts (SMEs) to support a comprehensive migration of its IT system portfolio to a government cloud environment. This Notice of Intent, posted on December 17, 2025, with a due date of January 1, 2026, targets qualified contractors capable of providing expert-level cloud engineering and migration support. The Rural Housing Service, operating under USDA, is managing this acquisition to transition approximately 100 applications currently hosted on on-premises data center infrastructure. The initiative represents a strategic effort to modernize RD's technology infrastructure while maintaining security and operational continuity. This is a non-set-aside opportunity, though competition is limited to USDA STRATUS BOA (Blanket Order Agreement) holders. The contract falls under the IT and Telecom Business Application/Application Development Support Services (Labor) category with PSC code DA01.

The primary objective of this Special Notice is to secure cloud migration expertise to transition RD's diverse application portfolio—comprising Windows, Linux, AIX, and Solaris virtual servers—to a FedRAMP High-authorized Government Cloud Infrastructure platform such as Azure, AWS, Google, IBM, or Oracle. Contractor responsibilities will encompass developing a cloud adoption strategy, designing secure and scalable cloud architecture, executing risk-aware migration plans, ensuring compliance and security posture, and building internal cloud competency within RD. Eligibility is restricted to holders of USDA STRATUS BOA agreements, ensuring competition among pre-qualified vendors. The contract performance location includes both customer site and remote/virtual work options, providing flexibility for contractor operations. The deadline for submission is January 1, 2026, providing interested STRATUS BOA holders approximately two weeks to prepare their responses. This initiative directly supports RD's critical loan, grant, and financial systems by modernizing the underlying infrastructure to enhance scalability, security, and cost-effectiveness.
