About this opportunity

The Centers for Medicare and Medicaid Services (CMS) published a Limited-Sources Justification for Cloud Governance and Project Management (CG&PM) services to extend the contract with Armavel, LLC through Option Year Four, covering the period from May 1, 2026, to April 30, 2027. The services include project management oversight, technical architecture governance, contract and procurement support, and assistance in transitioning legacy cloud operations to a new agile support structure as CMS integrates private cloud capabilities from Kent and Ashburn data centers with public cloud hosting services from Amazon Web Services and Microsoft Azure. The extension is justified by the need to ensure continuity of critical cloud infrastructure services during a complex ecosystem transition and to avoid potential millions in delay-related fees while CMS awaits resolution of a pre-award protest for the Hybrid Cloud Product Engineering & Operations task order expected in late January 2025. The total projected contract value for this extension is $17,137,741.80, with the original contract having been awarded to Armavel, LLC in April 2022 as a small business set-aside under the GSA Multiple Award Schedule. This modification is essential to maintain program goals and provide stable, governed cloud service delivery to CMS stakeholders and customers during the ongoing cloud operations transformation.

Notice text

The Cloud Governance and Project Management (CG&PM) requires project management oversight and technical architecture governance advice, guidance, and support services under OIT to facilitate consistent and effective planning and monitoring of the progress and status of cloud operations at CMS. This support includes contract and procurement support. It also includes project management and technical architecture support needed to transition legacy cloud operations to the new, agile support structure. It will also foster establishment of technical governance of a new platform for future growth of CMS cloud hosting as a self-service, assist CMS business and system owners with architecture and transition requirements, and deliver a stable, governed cloud service model to CMS cloud stakeholders and customers.
