About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure 120 rolls of fire and weather-resistant, waterproof laminated cloth measuring 50 inches wide by 50-65 yards long and weighing 17.1 to 19.8 ounces per square yard. The cloth must be polyvinyl chloride laminated in blue #25102 per Federal Standard 595 and comply with specification A-A-55308 Type-1, Class-1, FM-1, with flame-resistance certification per NFPA 701 testing standards and "FR" labels marked in 1-inch black letters every 24 inches along the entire length. The Government will evaluate offers based on technical acceptability, price, and past performance using the Supplier Performance Risk System (SPRS), with pricing on a firm fixed-price basis. A Certificate of Compliance is required as a contract data requirement and must be submitted through the Wide Area Workflow (WAWF) system. The solicitation was posted on February 9, 2026, with an offer due date of February 10, 2026, at 3:00 PM local time, providing an extremely compressed timeline for submission.
This procurement is set aside as a Total Small Business opportunity with a Women-Owned Small Business (WOSB) designation and a size standard of 1000 employees. The contract requires delivery within two weeks of award, with inspection and acceptance occurring at Puget Sound Naval Shipyard, Building 514, in Bremerton, Washington 98314-5001, which serves as the place of performance. Contractors must obtain Defense Biometric Identification System (DBIDS) credentials for base access and comply with applicable FAR and DFARS clauses regarding safety, environmental standards, and socioeconomic contracting provisions. Electronic invoicing through WAWF is required for payment processing, with inspection level QA-4 requiring seven days for completion. No incumbent contractor or specific award value is identified in the solicitation documents, though the firm fixed-price basis suggests the Government has established target pricing for this procurement.
