The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a firm fixed price contract for closed circuit television (CCTV) maintenance services using the policies and procedures of FAR Subpart 13.5, Test Program for Certain Commercial Items. A Request for information (RFI)/Sources Sought Notice (number N0018915TCCTV) associated with this solicitation was posted on 26 May 2015 to identify interested sources and obtain feedback on the draft Performance Work Statement. As a result of information obtained from responses to the RFI/Sources Sought Notice, this requirement will be solicited as a total small business set aside.

The activity’s small business office concurs with this set aside determination. The NAICS code applicable to this procurement is 811211. The size standard is $7.5 million.

Commander Navy Region Mid-Atlantic’s (CNRMA) Bachelor Housing office requires a contractor to perform both preventive maintenance and emergent service for the CCTV systems located in its facilities. The contractor will be required to provide all required services, material, and equipment necessary to service and maintain the CCTV systems, which are located on eight naval installations in the Virginia Hampton Roads area. Services are expected to begin on 27 September 2015. The period of performance is an anticipated six-month base period and five one-year options, with the option to extend services an additional six months in accordance with FAR clause 52.217-8.

The anticipated award date is on or around 26 September 2015.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO). The solicitation is expected to be available on or about 02 July 2015. The NECO website has a “submit bid†button next to the solicitation number. DO NOT use the “submit bid†button on NECO to submit a quotation.

All responsible sources may submit a quotation which will be considered by the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.

Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
