About this opportunity

The Naval Supply Systems Command, through NAVSUP Fleet Logistic Center Sigonella Naples, intends to solicit clinical and laboratory research services in Cameroon, with quotes due by August 7, 2026. This non-personal services contract will support two research projects executed by the Naval Medical Research Unit-EURAFCENT (NAMRU-EURAFCENT) in partnership with the Cameroon Armed Forces: an Acute Undifferentiated Febrile Illness (AUF) surveillance study at Douala Military Hospital and a Surgical Site Infection (SSI) surveillance study at Yaounde Military Hospital. The Government does not plan to issue a public solicitation and intends to solicit quotes directly from a limited number of sources (at least three) under FAR Part 12 simplified procedures, falling below the Simplified Acquisition Threshold.

Work is performed at three locations in Cameroon: Douala Military Hospital, Yaounde Military Hospital, and the Military Health Research Center (CRESAR) laboratory in Yaounde. The contract period runs 12 months from September 15, 2026, with one 12-month option year. The contractor must recruit and train qualified medical and laboratory personnel, manage patient enrollment (500–700 SSI cases and 500–600 AUF cases annually), coordinate specimen collection and testing including culture and antimicrobial susceptibility analysis, archive isolates at CRESAR, coordinate international sample shipping to the United States in compliance with IATA regulations, maintain inventory and quality control programs, and submit weekly and monthly reports. Estimated other direct costs total $80,000 per 12-month period ($20,000 AUF, $60,000 SSI). Interested companies may submit a capability statement and SAM registration copy to Contracting Officer Sebastiano Paciello (sebastiano.paciello.ln@us.navy.mil, +390815684057) within five working days for market research purposes only. The procurement is classified as commercial product acquisition under PSC R799 and NAICS 541618.
