About this opportunity
The Indian Health Service (IHS), a civilian agency within the Department of Health and Human Services, is conducting market research through this Sources Sought Notice (SSN) to identify capable vendors for Client Technological Engagement (CTE) platforms designed for tribal partners. The government seeks commercial-off-the-shelf (COTS) solutions comprising both patient-level and system-level platforms that support self-directed and co-managed workflows with features including journal, motivation, activity, and contact tools, alongside administrative portals and secure knowledge management systems. Respondents must demonstrate expertise in Software Publishers (NAICS 513210) and must be registered on the System for Award Management (SAM) prior to any potential award. The evaluation will prioritize Indian Small Business Economic Enterprises (ISBEE) first, followed by Indian Economic Enterprises (IEE), and then small business concerns, with all submissions assessed on their technical capabilities to meet the stated requirements. All responses must be received by April 20, 2026, at 5:00 PM EST and sent to daniel.poehling@ihs.gov, with capability statements not exceeding ten pages excluding past performance documentation.
No set-aside designation has been applied at this time; however, the government will determine appropriate set-aside eligibility based on responses received from ISBEE, IEE, and small business entities. This notice is for market research and planning purposes only and does not constitute a solicitation or obligation to award a contract. The SSN does not specify an award value or budget range, nor does it identify any incumbent contractors or current service providers. All proposed platforms must comply with comprehensive regulatory and security requirements including the Indian Health Care Improvement Act, HIPAA Privacy and Security Rules, FISMA, NIST SP 800-53 security controls, and Section 508/WCAG 2.0 AA accessibility standards. The platforms are intended to support nationwide deployment across all federally operated IHS facilities, though specific timelines for service delivery or implementation are not detailed in this pre-solicitation notice.
