About this opportunity
The Indian Health Service (IHS), operating within the Department of Health and Human Services, is conducting market research through a Sources Sought Notice (SSN #75H70426Q00020) to assess vendor capabilities for providing Client Technological Engagement (CTE) platforms to support behavioral health services for American Indian and Alaska Native populations. The procurement seeks both a patient-level mobile-first Software as a Service application and a system-level platform, with specific requirements including journal and motivation tools, points-based achievement systems, crisis navigation capabilities, and support for tribal languages. Vendors must demonstrate compliance with the Indian Health Care Improvement Act, HIPAA, FISMA, NIST SP 800-53, and Section 508/WCAG 2.0 AA accessibility standards, along with capability to support nationwide deployment across all federally operated IHS facilities. The evaluation will prioritize Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE) first, followed by small business concerns, with responses assessed on demonstrated experience with federal healthcare clients such as the IHS, VA, DoD, and CMS. Responses must be submitted by email to daniel.poehling@ihs.gov by April 15, 2026, at 5:00 PM EST, with submissions limited to 10 pages excluding past performance information and no generic capability statements permitted.
This Sources Sought Notice includes no set-aside designation and does not obligate the government to issue a subsequent solicitation or award a contract. No incumbent contractor or specific award value has been identified in this market research phase, and no payment or reimbursement will be provided for responses submitted. The primary NAICS code associated with this opportunity is 513210 (Software Publishers), indicating the commercial software development focus of the procurement. Vendors responding to this notice should include their UEI number, SAM registration status, existing federal contracting vehicles, and relevant experience documentation to demonstrate their qualifications for potential future contracting opportunities. The information gathered through this Sources Sought Notice will inform the government's determination of appropriate set-aside classifications and procurement strategy for the eventual solicitation of these behavioral health technology platforms.
