This notice is published under the 8(a) sole source set-aside authority and FAR 6.302-1, which permits procurement from a single source when only one responsible vendor can meet agency requirements. Despite the stated intent to sole source, the Department of Veterans Affairs is inviting all responsible sources to submit capability statements, proposals, or quotations by the April 27, 2026 deadline at 12:00 PM EST for consideration. Interested contractors must submit responses electronically to Jennifer Nowak at Jennifer.Nowak@va.gov and must provide clear and convincing evidence demonstrating their ability to comply with LOTO inspection, training, and service requirements while proving that competition would be advantageous to the government. This notice is not a formal solicitation or request for proposals, and no solicitation package is currently available. The government reserves the sole discretion to determine whether to proceed with the sole source award or pursue competition based on the quality and competitiveness of submitted responses. Contractors should note that the government will not reimburse costs associated with information submissions.
