About this opportunity

The GSA Federal Acquisition Service is conducting a sources sought market survey for wiping rags (NSN 7920-00-205-1711) with specific technical requirements for cleaning machinery. The cloth must be made from cotton or cotton-synthetic blend, measuring at least 200 square inches with width between 9-44 inches, weighing 3.0 to 10.0 ounces per square yard, and capable of absorbing water and oil within 15 seconds. This procurement is part of the Navy's PLASTICS REMOVAL IN MARINE ENVIRONMENT (PRIME) PROGRAM, which mandates strict environmental packaging standards prohibiting plastic packaging materials. Interested manufacturers are required to complete a detailed market survey questionnaire that assesses their production capabilities, SAM registration status, and business classifications. The market survey response deadline is April 4, 2025, with the opportunity posted on March 26, 2025.

The contract opportunity is not designated with a specific set-aside, meaning it is open to all qualified vendors within the All Other Miscellaneous Textile Product Mills NAICS category (314999). The unit of issue will be a bale weighing 50 pounds, and vendors must demonstrate ability to provide commercial-grade products that meet the Navy's precise specifications. While specific award value is not disclosed in the pre-solicitation notice, the procurement appears focused on establishing a reliable source for marine-environment-friendly cleaning cloths. Vendors must comply with complex packaging requirements under the Marine Plastic Pollution Research and Control Act and International Convention for the Prevention of Pollution from Ships Treaty. The government reserves the right to request proof of product conformance and will evaluate responses based on technical capabilities, production standards, and alignment with environmental regulations.
