About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is seeking a contractor to provide intensive design experience instruction for up to 30 Soldiers and 30 students, focusing on innovation mindset training. The primary objective is to address IIIAC capability gaps and increase military lethality through professional development workshops. Contractors must demonstrate the ability to deliver comprehensive training covering innovation processes, including customer discovery, ideation, SWOT analysis, solution development, and presentation skills. The solicitation requires contractors to provide fully equipped facilities with prototyping capabilities such as 3-D printing, laser cutting, and metal and wood fabrication, as well as support personnel and Professors of Practice to lead the instruction. Key response deadlines include submission of sources sought responses by 12:00 pm Central Time on December 3, 2024, with responses limited to 5 pages and requiring detailed company information, business credentials, previous experience, and pricing recommendations.
The procurement does not have a specific small business or socio-economic set-aside designation and is currently positioned as a potential sole source procurement under simplified acquisition procedures. The contract will operate under NAICS code 611310 (Colleges, Universities and Professional Schools) with a size standard of $34.5 million, suggesting potential for both large and small business participation. The performance period encompasses two one-week training blocks scheduled for December 10-13, 2024, and June 10-13, 2025, with a base year and potential for four additional option years. While specific award values are not explicitly stated, the comprehensive requirements for facilities, equipment, and instruction suggest a substantial contract value. Contractors will need to demonstrate expertise in innovation training, design thinking, and the ability to provide sophisticated technical training environments that can support military professional development objectives.
