About this opportunity

The Department of the Army Corps of Engineers, Walla Walla District, has approved a class justification authorizing sole-source procurement of Cisco brand network products for eight operating projects (Mill Creek, McNary, Ice Harbor, Lower Monumental, Little Goose, Lower Granite, Dworshak, and Lucky Peak Dams) without requiring individual justifications for each contract, with the approval effective through October 1, 2031.

The justification rests on interoperability, cybersecurity, and compatibility with existing Government Data Acquisition and Control Systems (GDACS) and established network infrastructure. The district cites standardization requirements under Army and DoD policy mandating use of the CHESS contract vehicle for IT hardware procurement, with Cisco equipment designated as the primary DoD-approved standard for enterprise networks. The sole-source determination emphasizes staff training and expertise specific to Cisco products, and identifies substantial costs and cyber-vulnerability risks as barriers to introducing alternative brands. A sources sought notice posted to SAM.gov received no responses. Market research identified multiple Cisco distributors available on CHESS and GSA, including Wildflower International Ltd., World Wide Technology LLC, TD SYNNEX Corp., and FCN Inc. The requirement includes network switches, routers, and related networking hardware. FY25 estimated spending across all projects is $286,225.36, with cumulative Cisco spending from fiscal years 2020–2025 exceeding $950,000, demonstrating cost and administrative justification. Place of performance encompasses the eight named dam projects within the Walla Walla District.
