The United States Marine Corps is seeking quotes for Class 5 Information Processing System (IPS) Security Containers and Class 6 Security Cabinets through solicitation number M67001-26-Q-0039, issued by Marine Corps Base Camp Lejeune, North Carolina. The requirement consists of three contract line items: nine Class 5 IPS Security Containers in 19" rack mount configuration measuring 13"H x 21.5"W x 36"D; five Class 6 Five-Drawer Legal Size Security Cabinets measuring 58-1/2"H x 20-5/8"W x 28"D; and three Class 5 IPS Security Containers in 23" rack mount configuration with 26u equipment capacity measuring 56"H x 32"W x 46"D including freight. Quoters must submit pricing for all three line items or their quotation will be deemed non-responsive. All deliveries are to Marine Corps Base Camp Lejeune, North Carolina on FOB Destination terms. Offerors must be registered in the System for Award Management (SAM) and provide their Unique Entity ID, CAGE Code, and Federal Tax ID Number to be eligible for award. Award will be issued as a Government Purchase Order, with a binding contract formed upon the supplier's acceptance of the Government's offer.

This document is not legally binding and does not commit the US Government in any way.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20251001.

In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence.

52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)

Basis for Award: The Government intends to award a single, firm-fixed-price contract to the responsible quoter whose quote, conforming to the solicitation, is determined to provide the best value to the Government, by evaluating Price and Other Factors. The following factors are listed in no specific order of precedence and will be used to evaluate quotations:

  • Price
  • Technical
  • Past Performance

Price Reasonableness: Will be conducted in accordance with FAR 12.204(a).  The total quoted price, to include shipping costs, will be used in the price evaluation.

Contract Award: In accordance with FAR 12.201-1(b), any award resulting from this solicitation will be issued on a Government Purchase Order. The Purchase Order is the Government's offer to the supplier. A binding contract is formed only when the supplier accepts the Government's offer, either by providing written acceptance or through substantial performance.
