About this opportunity
U.S. Customs and Border Protection, Air and Marine Operations, is conducting market research to identify industry capabilities for Class 4 Inshore Patrol Vessels (IPVs) for U.S. Border Patrol use, with responses due September 3, 2026. This is a Request for Information only and does not constitute a solicitation or commitment to award.
CBP is evaluating two vessel categories: Patrol Boat-Small (PC1), 25 feet or less, for shallow and obstructed riverine waterways; and Patrol Boat-Medium (PC2), 25 to 29 feet, for rougher open waters including the Great Lakes and coastal areas. Vessels will support inshore patrol, law enforcement, interdiction, search and rescue, deterrence, reconnaissance, and maritime awareness missions across rivers, lakes, bays, and coastal inshore environments.
Key performance specifications include minimum 40-knot maximum speed, 6- to 8-hour endurance on a single fuel tank, shallow draft capability (PC1 limited to 36 inches maximum), stable operation in 2- to 2.3-foot significant wave heights, three-person crew accommodation with shock-mitigating seats, and integrated multi-function displays with radar, AIS, GPS, and sonar. Mission systems must include tactical VHF radios, thermal imaging, law enforcement lighting, and emergency equipment.
CBP requests vendor input on availability of commercial-off-the-shelf or modified/custom solutions, ability to meet requirements, technical or production risks, warranty terms, estimated pricing, production capacity, delivery schedules, and relevant experience producing similar vessels for the U.S. Government or comparable customers. Responses should address vessel capabilities against threshold and objective requirements, contract type preferences, quantity discounts, and production schedules. Submissions go to joquita.m.wheeler@cbp.dhs.gov and wymeatric.l.lyons@cbp.dhs.gov by 3:00 p.m. EST on September 3, 2026.
