About this opportunity
The Commodity Futures Trading Commission (CFTC) intends to procure licensed access to Clarus Financial Technology's "Clarus SEFView and Clarus SDRView Professional" software on a sole source basis. The CFTC requires access to real-time, diversified financial news, information, and data to support its market regulation mission. The Clarus products provide unique capabilities such as normalized and aggregated SEF and SDR data, data drilldown functions, benchmarks, linked rate/credit/FX data, and full history of SEF data, which the CFTC has determined is only available from Clarus. The CFTC plans to procure this requirement under the sole source authority of FAR 13.106-1(b)(1)(i), as Clarus is the sole provider of the required information and data. The anticipated contract will have a one-year period of performance.
This procurement is not set aside, and there are no known alternative sources that can provide the required information and data. Clarus is the incumbent and the sole responsible source identified as reasonably available to satisfy the CFTC's requirements. The CFTC will consider responses from all responsible sources received by the due date of July 24, 2024, but the sole source determination is at the CFTC's sole discretion.

The following is an amendment to the initial posting to revise the FAR reference and the anticipated period of performance of the contract. Changes are in bold text.
The Commodity Futures Trading Commission (CFTC) intends to procure licensed access to Clarus Financial Technology’s "Clarus SEFView and Clarus SDRView Professional" on a sole source basis. In carrying out the agency’s mission, CFTC requires access to real-time, diversified financial news, information and data. Specifically, Clarus provides a single platform to obtain the following unique capabilities such as normalized and aggregated SEF and SDR data, data drilldown functions, benchmarks of DCM swaps, MM futures and bonds, linked sources of rates, credits and FX trades for SDR and full history of SEF data from inception. There is no known alternative source that provides the daily SEF activity, daily SDR reportable trades and the other information required by CFTC which is available through the identified Clarus products. A subscription to the Clarus services will provide the necessary information, data and analytics to support CFTC’s mission for market regulation. The Government intends to procure this requirement under the Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5. The identified vendor is the sole provider of the information and data required by CFTC. The anticipated contract will have a base period of a one (1) year and four (4) one (1) year optional periods for a total period of performance of five (5) years. Therefore, this vendor is the only responsible source identified as reasonably available that will satisfy the agency requirements.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the CFTC.
