The NASA/Langley Research Center proposes to enter into a contract with the University of Colorado Boulder, Laboratory for Atmospheric and Space Physics (LASP), for the acquisition of instrument hardware in support of the Climate Absolute Radiance and Refractivity Observatory (CLARREO) Pathfinder mission. NASA intends to issue a contract to support the development of a reflected solar spectrometer (RS) for launch to the International Space Station (ISS) by FY2021, followed by one year of operation and an additional year of data analysis. NASA intends to issue a contract including a base effort, and an Indefinite Delivery, Indefinite Quantity (IDIQ) line item to accommodate special studies, and other technical and mission related support required for CLARREO Pathfinder.
Based on LASP's experience designing, building, and demonstrating a hyperspectral imager capable of cross-calibrating via direct solar irradiance measurements and the capability to meet CLARREO Pathfinder's stringent accuracy requirements, they are deemed to be the only source capable of providing the necessary services within the timeframe required and without substantial increase in costs to the Government.
The Government does not intend to acquire a commercial item using FAR Part 12.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
