About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure a specific technical part (NSN 1H-9999-LLTRL5244) for the USS Manchester LCS 14, with a quantity of 1 unit. This pre-solicitation notice indicates that the government does not currently own the data or rights to repair this part from alternative sources, and has determined it would be uneconomical to purchase such rights or reverse engineer the component. Potential contractors must meet specific qualification requirements as outlined in FAR clause 52.209-1, and the solicitation will identify the specific office where additional qualification information can be obtained. Interested parties have 15 days from the notice date (Apr 28, 2025) to communicate their capability to satisfy the government's requirement with a commercial item. The procurement is subject to potential Free Trade Agreements and Buy American Act provisions, which may be specified in subsequent solicitation documents.
This contract opportunity is designated as a Total Small Business set-aside, meaning only small businesses are eligible to compete for the award. While specific award value is not disclosed, the procurement is for a single technical component with potentially complex qualification requirements. The procurement process will involve careful evaluation of vendor capabilities, specifically focusing on whether the offeror, product/service, or manufacturer meets the qualification requirements at the time of award. Documentation and specifications for this opportunity can be obtained through the DoD Single Stock Point (DODSSP) in Philadelphia, with most documents available in Adobe PDF format via ASSIST-Online. Interested vendors without internet access can contact the DODSSP ASSIST Help Desk at 215-697-2667 for additional information and documentation access.
