About this opportunity

The Defense Logistics Agency Land and Maritime is conducting market research for a Long-Term Contract (LTC) to procure storage batteries with three specific National Stock Numbers (NSNs). The agency seeks potential suppliers capable of providing battery storage items that are currently on a qualified product list and coded 1T in the AMC/AMSC columns. Potential contractors are required to complete a comprehensive market research questionnaire detailing their company capabilities, manufacturing capacities, and ability to meet contract requirements. The market research phase is designed to develop an Indefinite Quantity Contract (IQC) with potential three-year base contract and option years. Interested suppliers must submit their completed questionnaire and supporting documentation directly to Contract Specialist Jeffery Wright by May 15, 2025, which serves as the response deadline for this pre-solicitation notice.

The pre-solicitation opportunity is structured with potential set-aside considerations for small business categories, including 8(a), HUBZone, Woman Owned, and Veteran Owned businesses. The market research spreadsheet indicates estimated annual demand quantities ranging from 129 to 1,491 units across the three NSNs, with potential manufacturers like EnerSys Energy Products Inc. and Concorde Battery Corporation identified. While specific award values are not explicitly stated, the contract is categorized under NAICS code 335910 for Battery Manufacturing. The research phase will evaluate suppliers based on their commercial sales history, pricing data, delivery capabilities, and overall ability to meet the government's battery storage requirements. Potential contractors will need to demonstrate price reasonableness and provide detailed information about their manufacturing and supply chain capabilities.
