About this opportunity

The Naval Air Systems Command, Weapons Division, located in China Lake, California, is procuring CL-20, a bulk explosive material, through a sole source contract award. This pre-solicitation notice indicates the agency's intent to award the contract to Northrop Grumman Systems Corp, though the notice invites alternative proposals from other qualified firms. Prospective contractors must be approved manufacturers of CL-20 under NAVSEAINST 8020.5D, the Navy's qualification and final qualification procedures for explosives, and must demonstrate relevant experience, assets, background, and capability to perform the work while maintaining quality, accuracy, reliability, and schedule compliance. All potential vendors must be registered in the System for Award Management (SAM) database, and those with access to Controlled Unclassified Information must be certified through Defense Logistics Information Services (DLIS). Written capability statements must be submitted to Contracting Officer Erika Martin at Erika.m.martin6.civ@us.navy.mil no later than November 20, 2025, which is seven days from the notice publication date on November 13, 2025.

This procurement carries no set-aside designation and is being conducted on a firm-fixed price basis. Northrop Grumman Systems Corp of Corinne, Utah, is the identified incumbent contractor and sole source recipient, though any responsible firm meeting the stringent qualification requirements may submit a competing capability statement for consideration. The notice does not disclose specific contract values, quantities of CL-20 required, or the contract performance timeline. All responsive proposals must reference solicitation number N6893625Q0081 and comply with CUI handling requirements if applicable. The explosives manufacturing nature of this procurement, classified under NAICS 325920 (Explosives Manufacturing) and PSC 1376 (Bulk Explosives), underscores the specialized and controlled nature of this federal contract opportunity.
