About this opportunity

The United States Agency for International Development in Liberia seeks proposals to provide technical assistance and support for their Civil Society Activity through a cost-plus-fixed-fee completion type contract with an estimated performance period of five years. Offerors must propose costs between $13-14.8 million to strengthen the ability of Liberian civil society organizations to advocate for policy reforms, contribute to decision making processes, and oversee government actions by building feedback loops among stakeholders. Proposals are due July 12, 2021 and will be evaluated using a best value determination considering technical approach, management/staffing plan, and cost/price. Questions regarding the solicitation were due June 14, 2021.

There is no set-aside designation. The activity aims to engage citizens through multi-stakeholder coalitions in Liberia, with at least 25% of budgets, approximately $3.25-3.7 million, required to be set aside for grants to local CSOs. The place of performance will be in Liberia working in partnership with USAID/Liberia over the five year estimated period of performance to achieve the objectives of constituent engagement, advocacy, and government oversight through strengthened civil society organizations.

The United States Agency for International Development in Liberia (USAID/Liberia) aims to strengthen Liberian Civil Society Organizations (CSOs) to more effectively engage their constituents (citizens), contribute to decision-making processes and oversee government actions. The purpose of this activity is to: Strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among government, CSOs, and citizens.
