About this opportunity

Naval Sea Systems Command intends to solicit CIVA 2025 software and licensing services on a total small business sole-source basis, with quotations due August 11, 2026. The Nondestructive Evaluation Welding, Processing, & NDE Branch (Code 611) at Naval Surface Warfare Center Carderock Division seeks to upgrade its existing CIVA 2022 license to CIVA 2025, convert the node-locked license to a local RDT&E networked license enabling multiple user access, and add one additional seat each for ultrasonic testing and radiography/computed tomography modules.

Performance occurs at Naval Surface Warfare Center Carderock Division, 9500 MacArthur Boulevard, Building 60, West Bethesda, Maryland 20817, with a base year period from August 2026 to August 2027. CIVA is specialized advanced physics simulation software for nondestructive testing supporting submarine industrial base research and development at Navy shipyards and maintenance centers. The incumbent is Extende Inc., 733 Thimble Shoals Boulevard, Suite 170, Newport News, Virginia 23606. Extende holds exclusive licensing rights to CIVA; the market research identifies proprietary algorithms and exclusive licensing agreements as justification for sole-source award.

Deliverables include the software upgrade, license conversion, additional seats, and one year of maintenance and support services including on-site training delivered by CIVA trainers. Security requirements are unclassified; contractor personnel must complete site access procedures through the Carderock Visitor Center. NAICS 513210 (Software Publishers), PSC 7A21. CMMC Level 1 certification required. FOB Destination pricing; no separate shipping charges permitted. Questions due August 7, 2026, at 12:00 EST. Award will be made to the responsible quoter offering the technically acceptable quote most advantageous considering past performance and price, evaluated without discussions.
