About this opportunity
The Department of Homeland Security Science and Technology Directorate intends to extend a sole-source task order to Noblis, Inc. for continued Systems Engineering and Technical Assistance support to the Critical Infrastructure Security and Resilience Research (CISRR) Program, on a sole-source basis under 41 U.S.C. 3304(a)(1). The eight-month extension runs from June 3, 2026, through February 2, 2027, with a unit price of $2,107,776.00, increasing total task order value to $17,475,237.50.
DHS cites delayed competitive recompete planning as the primary justification. A 22-week federal government shutdown (October 1, 2025–April 30, 2026) prevented the planned competitive acquisition from completing before task order expiration; DHS determined no viable competitive mechanism exists to assemble an equivalent team within the eight-month timeframe. Market research identified 115 RFI responses with only four demonstrating high capability; none other than Noblis could execute seamless transition. The existing Noblis team possesses security clearances, government-furnished equipment, and critical expertise across systems engineering, program management, and technical analysis in specialized domains including Special Event Risk Assessment Ratings Tools, Electromagnetic Pulse and Geomagnetic Disturbance mitigation, Positioning Navigation and Timing, Soft Target Security, Telecommunications Equipment, Industrial Control Systems, and Open-source Software. The team supports mission-critical initiatives including FIFA World Cup 2026 security (June–July 2026), Cross-Border communications experiments with Canada (winter 2026), and O-RAN Alliance work with NIST (through September 2026). The task order is Time and Materials, funded under Infrastructure Investment and Jobs Act (FY2022 five-year) authority. Noblis is located in Reston, VA. The Contracting Officer certified cost fairness and reasonableness based on task order history and comparable DHS S&T contracts.
