About this opportunity
The Cybersecurity and Infrastructure Security Agency seeks to procure .gov Top Level Domain registry and DNS services through the General Services Administration. The contract will replace the current combined registrar and registry model and require the provider to operate secure and resilient authoritative nameservers for the .gov zone and authoritative DNS hosting for registered .gov domains. The provider must obtain an Authority to Operate from CISA, comply with federal security standards, and provide registry support services to ensure effective operation. Responses to the Request for Information are due by April 11th, 2022 to provide feedback on the Statement of Objectives, price schedule, and market research for a future solicitation.
There is no set-aside designation for this procurement. The NAICS code is 518210 and PSC code is D304. The current contractor is Neustar Inc. The RFI does not include potential award values but the price schedule in Attachment C provides not-to-exceed pricing for the optional registry service broken into five annual tranches over a five year period. The contract would have a 12-month base period and four 12-month option periods, with the provider required to renew their Authority to Operate every three years.

The purpose of this RFI is to assist the Government in conducting market research focused on identifying potential offerors as well as to gain technical feedback from industry that will assist in the development of an effective and productive solicitation for a potential contract for .gov Top -Level Domain (TLD) Registry and DNS Services.
These services may include but are not limited to what is provided in Attachment A .gov TLD Registry and DNS Services Statement of Objectives. The Government retains the right to change the Statement of Objectives (SOO) draft and any information contained in this RFI or the attachments, and any information therein may be changed or omitted in any resultant solicitation. The information provided in response to this RFI will be used for market research only. The Government is not obligated to release a future solicitation based on this market research. The Government does currently anticipate a solicitation release in quarter three of Government fiscal year 2022.
