About this opportunity
Defense Logistics Agency Aviation seeks procurement of circuit card assemblies for F-16 aircraft—three units of NSN 5998-01-548-4190 and two units of NSN 5998-01-548-4187—with proposals due July 2. The acquisition is restricted to qualified sources only: Lockheed Martin (CAGE 81755) and Raytheon (CAGE 96214) as original component manufacturers, foreclosing open competition.
Award is contemplated as a firm fixed-price contract with 120-day price hold and inspection and acceptance at origin. Delivery is required between January 31 and March 31, 2028. The Government requests quantity range pricing for 1–2 EA, 3–4 EA, 5–10 EA, 11–15 EA, and 16+ units to accommodate Foreign Military Sales customer demand volatility; actual quantities may vary accordingly. Price is the sole evaluation factor, with all other factors combined being significantly less important.
Contractors must comply with ISO 9001-2015 quality standards, IUID marking per MIL-STD-130, and counterfeit detection and avoidance program requirements including supply chain traceability documentation. A Counterfeit Prevention Plan must be submitted no later than 30 calendar days after contract award to 416 SCMS/GUEAA at Hill AFB, Utah. Packaging must meet MIL-STD 2073-1, MIL-STD 129, ASTM D3951, and MIL-STD 147; electrostatic-sensitive materials standards; hazardous materials regulations; and ISPM 15 for wood packaging in international distribution. This is a Defense Priorities and Allocations System rated order approved for U.S. contractors only. Early and partial deliveries are acceptable at no increased cost. NAICS 334412, Bare Printed Circuit Board Manufacturing; PSC 5998.
