About this opportunity
The Defense Logistics Agency Aviation is soliciting offers for circuit card assemblies, classified under NAICS 334412 (Bare Printed Circuit Board Manufacturing) and PSC 5998 (Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware). Offerors must meet ISO 9001 or equivalent quality standards and comply with Buy American provisions and balance of payments program requirements. The contract requires submission of a Small Business Subcontracting Plan and adherence to various federal compliance clauses including cost accounting standards and annual representations and certifications. All products must include a 12-month warranty with defect claims due within 45 days of discovery. The solicitation was posted on November 4, 2025, with proposals due by November 14, 2025, providing a 10-day response window for interested contractors.
This procurement uses no set-aside designation and involves delivery of multiple circuit card assembly line items: 4 units of item 0001AA and 3 units each of items 0001AB and 0001AC, all with a 90-day delivery requirement. Shipping will be directed to specific TAC locations (P598 for 0001AA and PE57 for 0001AB and 0001AC) with corresponding Navy receiving points at N52214.07 and N52214.10. Invoicing and payment will be processed through the Wide Area Workflow system using combined Invoice and Receiving Reports. Specific award values and current incumbent information are not disclosed in this solicitation notice, though the contract structure indicates relatively modest quantities suitable for a fixed-price contract with straightforward delivery logistics.

This Solicitation is being issued under EAF Authority formally known as SEPA.
For items for which Government inspection and acceptance will be conducted at the source, DLAD clause 52.246-9004, Product Verification Testing, is incorporated by reference. DLAD clauses can be viewed h
http://www.dla.mil/Acquisition/Pages/DLAD.aspx.
For New Unused stock from the OEM, Offerors are advised that offers received from sources which are not government-approved sources of supply will be deemed technically unacceptable, and therefore ineligible for award. Any distributors of approved
source(s) MUST submit a copy of their authorized distributor letter, on the source's letterhead to the buyer point of contact indicated on the solicitation via email, at time of proposal submittal.
For stock that is not New Unused from the OEM, this item can be procured onlyfrom suppliers who provide FAA-Certified parts which possess an FAA Authorized Release Certificate,
FAA Form 8130-3 Airworthy Approval Tag.
NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSAFMS spares
requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries,
are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), these same assets will be delivered to the customer country for their sole use.
The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who
is under contract by the FMS customer to ship the assets to the country of record.
The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no
need for these non-CLSSA FMS country assets to be specially marked for tracking by DoD.
