About this opportunity
The Defense Logistics Agency Aviation is seeking to procure circuit card assemblies (NSN 7R-5998-016982800-E7) with a quantity of 14 units to be delivered FOB Origin. The proposed contract action is unique in that the government intends to solicit and negotiate with only one source under FAR 6.302-1, citing difficulties in obtaining competitive data or drafting adequate specifications. Interested parties may submit proposals, quotations, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will consider all received proposals but retains sole discretion in determining whether to conduct a competitive procurement. Potential contractors can access required documentation through the DoD Single Stock Point (DODSSP) via ASSIST-Online or by contacting the DODSSP Help Desk.
This pre-solicitation notice indicates no specific set-aside designation for the contract. The procurement is not being processed under FAR Part 12 policies for commercial items, though interested parties may identify commercial item capabilities within 15 days of the notice. Contractors seeking to participate can obtain necessary military and federal specifications, standards, and related documents through various methods including online downloads, website ordering, or direct communication with document services in Philadelphia, PA. The contract appears focused on a specific electronic component with limited competitive sourcing potential. While no specific award value is disclosed, the procurement involves a precise military specification for an electronic assembly with specific technical requirements that make standard competitive bidding challenging.
