About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a circuit card assembly (NSN 7H-5998-014385858) with a specific technical data package (TDP VER 004). The opportunity is a pre-solicitation notice for repairing or modifying 6 units to be delivered to Power Paragon Inc. in Anaheim, CA. The government intends to negotiate with a single source under FAR 6.302-1 authority, indicating a potential sole-source procurement. Interested parties may submit proposals, quotations, or capability statements within 45 days of the publication date (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate submissions to determine whether to conduct a competitive procurement, though the final determination remains at their discretion.

This pre-solicitation is designated as a Total Small Business set-aside, meaning only small businesses can compete for the contract. The specific circuit card assembly is identified as part number 900-21797-1, with an induction NIIN of 7H, 5998, 014385858. The government has determined it is uneconomical to purchase the data rights or reverse engineer the part, which may limit potential competitors. Interested parties can obtain relevant specifications and standards through the DoD Single Stock Point (DODSSP) or the Document Automation and Production Service (DAPS) in Philadelphia, PA. Potential contractors can access documents via ASSIST-Online or contact the DODSSP ASSIST Help Desk for additional information. The procurement does not fall under FAR Part 12 for commercial items, which may impact the approach to acquisition.
