Due to a change in acquisition strategy, the contract will be issued to an 8(a) small business concern.
Update #2 ·
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to procure the Conversion In Lieu of Procurement (CILOP) of the A/F48T-6 Armament Handling Equipment Test Stand (AHETS) to an A/F48T-6A in accordance with a Government Performance Specification. The AHETS is used at the shore-based US Navy and US Marine Corps Intermediate Maintenance Activities to periodically proof-load test a wide range of munitions handling equipment. Current Navy assets of AHETS were designed with 30-year-old technology. These AHETS's are costly to maintain and parts obsolescence is occurring.
The objective of this CILOP is to improve/replace the existing drive system, located in the Load frame, upgrade the electronic control system to current commercial technology, and to substantially reduce current maintenance requirements for the Test Stand.
The Government intends to award a Fixed-Price contract consisting of a one (1) year base with two (2) option periods. The required basic quantity is one (1) Pilot Production Unit and up to ten (10) additional Production Units. This procurement will include logistics and technical data requirements.
This procurement is a 100% SMALL BUSINESS SET-ASIDE. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business Opportunities" and then "Open Solicitations." Look for amendments to the solicitation on the NAVAIR webpage as well. The solicitation will be posted on the webpage on or about 5 August 2011. Hard copies of the solicitation and amendments will NOT be mailed to contractors. The applicable requirements documents will not be made available until after release of the solicitation. The Government will NOT accept proposals that are submitted via facsimile or electronically via e-mail..
