About this opportunity

Joint Base Charleston (JB CHS) in South Carolina has issued a Notice of Intent to Award a Single Source Contract for potable water, fire protection, and sanitary sewer utility services. The Department of Defense through the 628th Contracting Squadron intends to award this contract under the statutory authority provided by 10 USC 2304(c)(1) and Federal Acquisition Regulation 6.302-1, which permits single source contracting when only one responsible source exists. The contract reference number is FA441826Q0002, and the special notice was posted on December 4, 2025. This is not a competitive solicitation but rather a notification of intent to award to Charleston Water System (Commissioner of Public Works), the current incumbent service provider. The contract covers both the Air Base and Weapons Station locations at JB CHS.

The 10-year firm-fixed-price contract is scheduled to begin on March 2, 2026, and conclude on March 1, 2036, with a due date for responses of January 5, 2026. The Government intends to award this contract to Charleston Water System because it is deemed the only source capable of providing the required utility services without disrupting essential operations at the military installation. While this is not a competitive request for quotes, interested parties may submit expressions of interest and capability statements, and all quotes received by the January 5, 2026 deadline will be considered by the Government. The primary objective is to ensure uninterrupted utility service delivery to JB CHS, as the Government cannot tolerate service disruptions during any transition to a new provider. Contractors must demonstrate capability to maintain continuous potable water, fire protection, and sanitary sewer services to qualify as an alternative source.
